Clean Air Zones and road-user charging

Charging schemes already know which vehicles enter a zone. What they cannot see is who is driving, whether an exemption genuinely applies, or whether anyone has authorised a payment. Trust App's patented method could close that gap.

How charging schemes work today

Most Clean Air Zones and road-user charging schemes follow the same pattern. Cameras read number plates at the boundary, each plate is checked against vehicle records to decide whether a charge applies, and the driver is expected to pay within a set window. If they do not, a penalty notice is issued to the registered keeper. Exemptions and discounts are usually administered as lists of plates.

The model works, but everything hangs on one data point: the plate. That creates a set of familiar operational problems.

Where the plate-only model hurts

Wrongly issued penalties

A misread plate can send a penalty notice to someone who was never in the zone. Each one generates an appeal, a cancellation, staff time and reputational damage, and high-profile appeal volumes erode public trust in the whole scheme.

Uncollected charges

A plate that cannot be read cleanly often means no charge is raised at all. Across millions of zone entries, unreadable and partial reads become a steady leak of scheme revenue.

Exemptions belong to people, not plates

Many exemptions are really about a person: a resident, a carer, a blue badge holder, a community transport driver. A plate-based register cannot tell whether that person is actually in the vehicle, so exemptions are either too loose or too restrictive.

Payment friction creates accidental penalties

Drivers must remember to pay within a fixed window, often on an unfamiliar website. Honest drivers who forget become penalty cases, which is expensive to administer and corrosive to public support.

Keeper versus driver disputes

Penalties go to the registered keeper, who may not have been driving. Hire cars, pool vehicles and household cars all produce disputes that are slow to resolve on plate evidence alone.

How the patented method could apply

  • Account-based charging. A registered user's vehicle and device are recognised together at the zone boundary, and the charge is applied to their account automatically. No payment window to remember, and no accidental penalty for an honest driver.
  • Exemptions verified to the person. An exemption linked to a person could apply only when that person's registered device is present in the vehicle, rather than whenever the vehicle enters the zone.
  • A second check before penalties. An uncertain or partial plate read could be cross-checked against registered accounts present at the location before a charge or penalty is raised, reducing both wrongly issued notices and uncollected charges.
  • Better evidence for disputes. A record that an account holder's device was, or was not, present gives both sides of a keeper-versus-driver dispute something firmer than a camera image.

Each of these would be built by or with a partner into the scheme's existing systems. None of them exists as a Trust product today, and the precise design would depend on the scheme, its rules and its suppliers.
